Record Number 217-25-000233-PLNG (original) and 217-25-000233-PLNG-01 (appeal) – Central Oregon LandWatch submitted an appeal to the administrative approval of a nonfarm dwelling submitted by Kilpatrick Consulting LLC (agent) on behalf of Duke and Dana Settle (owner). The subject property is addressed as 2901 SE Myrtlewood Lane and map tax lot number 1816040005300.

The continuation is being held pursuant to: Crook County Code (“CCC”) 18.172.110 (Administration Provisions - Appeals).

The application is subject to: CCC 18.16 Exclusive Farm Use Zones (EFU-1), Crook County Comprehensive Plan and Oregon Revised Statutes.

A notice of public hearing and location maps were mailed to all affected property owners, and to the appropriate entities and public agencies 20 days prior to the initial evidentiary hearing. All materials on the record are available at https://co.crook.or.us/planning-commission at no cost.

Record Number 217-25-000293-PLNG – Thomas Alexander (owner) and Acom Consulting Inc (agent) are proposing a telecommunication facility. The subject property is located on SW Williams Rd, north of Hwy 126 and is identified as map tax lot number 1514140000100.

The hearing is being held pursuant to: Crook County Code (“CCC”) 18.172 (Administration Provisions).

The application is subject to: CCC 18.16 Exclusive Farm Use Zones (EFU-3), CCC 18.124 Supplementary Provisions, ORS 215.283, ORS 215.275, and Crook County Comprehensive Plan.

A notice of public hearing and location maps were mailed to all affected property owners, and to the appropriate entities and public agencies 20 days prior to the initial evidentiary hearing. A copy of the staff report will be available at https://co.crook.or.us/planning-commission seven days prior to the hearing at no cost.

The hearing will be conducted pursuant to CCC 18.172.081. Interested members of the public may provide oral testimony in favor, opposed, or neutral to the applications. Written testimony or comments may be submitted to the Crook County Community Development Department by email at plan@crookcountyor.gov and may also be submitted in person or by mail to 300 NE 3rd St, Room 12, Prineville, OR 97754. Written testimony received by Friday, December 5, 2025, will be considered by staff prior to the issuance of the staff report and recommendation on this application. However, written testimony will continue to be accepted until the record closes, which may occur as soon as the conclusion of the public hearing.

Failure to raise an issue in the hearing, in person or by letter, or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue precludes an appeal to the Land Use Board of Appeals based on that issue.
